Congressional Softball League Registration "B" Conference League |
(This is Page 2 of 3 before you select your registration option.
Below explains fees, team names, types of registrations and insurance.
THE CONGRESSIONAL
SOFTBALL LEAGUE (CSL) REGISTRATION FEE IS BASED ON
THE NUMBER OF PLAYERS PER TEAM...full-time players at $24 each and part-time players at $6 each (part-timers, fill-ins, subs and interns MUST be bundled in groups of 4 in a "Flex Slot" that managers can indicate at any time during the season using their manager's section of their team pages). Teams can have as many "Flex Slots" as they want without limitations...and players, while considered part-time under a "Flex Slot," do NOT have any limitations on the number of games they play during a season, and they can be included on tournament rosters at the end of the season.

You have two registration options: to register as an
individual player or to register a team (However, TEAM REGISTRATIONS MUST SUBMIT A MINIMUM OF 10
NAMES OF FULL-TIME PLAYERS ON THE INITIAL ROSTER during this registration).
TEAM NAMES
Teams do NOT need
congressional sponsorships to participate in the league ... off Capitol Hill
teams as well as Hill teams may register ... but for any team to carry the name
of an office as part of the TEAM NAME, it must have at least one player from
that office.
For example, "Jenkins Junkyard Dogs" must have someone from the
Jenkins office on the team. If not, then call the team "Junkyard Dogs."
CONGRESSIONAL ETHICS REGULATIONS
The House and Senate Ethics rules are quite specific about prohibiting staff from receiving anything of value from those who lobby the legislative branch. Please see the general guidelines and avoid violating ethics rules by accepting fees or equipment contrary to current regulations.
PLEASE CAREFULLY READ THE REGISTRATION INSTRUCTIONS BELOW BEFORE PROCEEDING.
INDIVIDUAL
PLAYER REGISTRATION
To register as a player and receive insurance coverage, you DO NOT NEED A TEAM
AFFILIATION prior to registration, nor throughout the season, to join the
league.
If you have no team affiliation at this time, simply select the first listed
option called "Player Pool" as your team affiliation. Throughout
the season, managers can ask the Commissioner to move free agents to their rosters from the "Player
Pool," or release players back into the "Player Pool."
Either way, all registered full-time players, regardless of team affiliation, are part of
the league and covered by insurance.
Some managers may wish to only register and initially pay for their core 10 players to establish a team in
the league (See the next section) but ask their other full-time players to register
individually and pay their own $24 fees. In that case, those players would register as an individual player, but indicate their team affiliation from the list of teams shown during the process...and be added to their team roster of choice.
TEAM REGISTRATION
To register a team, you must initially register at least your first 10
full-time core players to establish a team in the league (required by ASA).
Captains have two options to register their teams:
1.) Either register the entire team with both full-time and part-time players (part-time players can only be bundled together 4 at a time into a flex slot...see the next section) during the initial registration process, or
2.) Register your core players initially and opt for your other full-time players to
individually register themselves any time after your core players have
constituted an official team. Part-time players CANNOT register now...only a captain can list part-time players in a flex slot now or after the team pages open.
VIP REGISTRATION AND PART-TIME PLAYERS
A reduced-fee structure for interns and part-time fill-in players will allow
more than one player to occupy a roster slot by being designated as a part-time
player. Managers have two options for registering their part-time players:
1.) Add extra roster slots NOW for part-time players during this initial
registration process by marking "Flex Slot " as the name on your roster entry ("Flex" for the first name and "Slot" as the last name).
Then you can rotate 4 part-time players per "Flex Slot" onto your roster during the season...and YOU CAN HAVE AS MANY FLEX SLOTS AS YOU NEED...OR,
2.) Wait for the team pages to open in mid-April and under the manager's section of your team page, purchase as many "Flex Slots" costing $24 each as you desire for your part-time players...making the fee for a part-time player $6 each. Managers may also add a free VIP registration...just as long as you register at least 10 full-time players now.
Sponsors, chief officers of an organization and Members of Congress may be added
to rosters at NO COST as part of the VIP registration. VIP registration will also be available under the manager's section of the team pages when they open in mid-April. (The Commissioner will send an e-mail with detailed information
on adding VIP and Part-time palyers to captains when the team pages open.)
IMPORTANT DETAILS ABOUT THE INSURANCE
Through an agreement between the CSL and ASA, team registration is based on a
per-player basis so that ALL PLAYERS, SPONSORS, COACHES, UMPIRES, SCOREKEEPERS AND ANYONE
REGISTERED FULL-TIME in the CSL can automatically receive ASA Bollinger health/accident
and property/injury liability insurance. Players also receive
an ASA identification card as proof of coverage.
The insurance will cover each player for ANY team (or multiple teams) they play on this season and
is valid throughout the nation while the player participates in ANY league
under ASA or USA sanctions during practices, clinics, games or tournaments for
an entire calendar year. The insurance will remain in effect on a yearly basis and is automatically renewable next season through CSL.
Remember, this insurance is portable, and coverage stays with a registered player regardless of the number
of teams or where that player participates throughout the nation for the remainder of the calendar year.
WHY INSURANCE?
In past years, surprisingly, our insurance policy paid out claims amounting to
thousands of dollars for property like a Mercedes dented by a foul ball, personal injury for reconstructive knee surgery for a player with no other health insurance, plastic surgery for another player's broken nose from a line drive and for less serious accidents to
other players as well as for injuries to passersby on the Mall.
The league previously faced (but thankfully avoided) a multi-million dollar suit, not
once, but TWICE when tourists were hit by errant balls on the Mall. One of those
incidents was rather severe when a tourist was knocked unconscious by a hard hit softball that had become like a missile. Therefore, for a mere $24, players pay to protect everyone's interests (sponsors, themselves, umpires, the team and the league) during
the season with both personal injury and liability insurance through
ASA.
The liability insurance will provide general spectator liability coverage of
$5,000,000 per occurrence for bodily injury and
property damage with $5,000 medical payment for non-participants with NO deductibles, but more importantly, covers the team as an entity,
captains, players, umpires and sponsors who may be individually named in a suit from
spectators or passersby.
The accidental injury medical coverage for players has a $500 deductible. The medical
coverage is $250,000 per claim as primary coverage for players without health
insurance...or as an excess benefit plan for players who already have a health insurance
policy. The Medical insurance covers umpires, full-time players, coaches, managers and
scorekeepers for accidental injuries during games, practices, tournaments or
during group travel as a team. The policy also covers medical and dental bills incurred
during a 52-week benefit period from the date of injury.
IF ANY OF YOUR PLAYERS HAS NO HEALTH INSURANCE COVERAGE OF ANY KIND, THE CSL's INSURANCE
AGREEMENT WILL PROVIDE PRIMARY MEDICAL/INJURY COVERAGE (with a $500 deductible) FOR THE
REMAINDER OF THE CALENDAR YEAR.
